The
Background of this Workshop: |
| We
consider it essential to adopt a process of public debate and consensus building in the
formulation of all programs and strategies regarding transport sector. In this endeavor,
we hope to involve participants from the Government, civil society stakeholders, the
private sector, NGOs, end users, international finance institutions and donors. A first consultation with
participants from public sector institutions was held in July, 1999 and was extremely
beneficial in obtaining the views of the public sector institutions involved in the
Transport Sector.
This Workshop is
a continuation of the July 1999 effort and aims to assess the perspective of civil society representatives.

Objectives of Last Retreat
The main
objectives of the last Retreat were:
(a) Identify and
prioritize the key issues facing the Pakistan
Transport Sector
(b) Explore the need for a new transport sector development initiative in Pakistan
(c) Build consensus on the steps to
be taken to achieve objectives, the methods to be used to achieve objectives and who will
do what to achieve them. |

The only way
to build a seamless, well functioning Transport Sector is to establish an
integrated transport strategy and apply consistence policies across all sub-sectors.

Transparency
is essential in order to ensure the effectiveness of the Champions of Change
identified for each sub-sector. |

A Policy
Committee should be immediately formed to launch and propel the processes of
modernization and reform. |

Retreat Recommendations |
| Two proposals suggested forming either a single high-level policy committee or a
two-tier policy committee. The majority of participants agreed upon the two tier
committee format. For
each Transport Sub-Sector individuals were chosen to be Champions of Change
to act as agents of change. Their mandate is to map constructive Transport Initiative in
close consultation with all stakeholders. The process is inclusive and involve private
citizens, transport operators and transport customers.
