Main Issues in Port and Shipping Sub-Sector

Cooperation Between Urban and Port Development Policies
Closer cooperation between urban and port development policies in term of planning and developing regional logistic networks, with their related consequences on public transportation policies, need to be implemented to optimize public resources allocation and facilitate private sector investment and operations.

Policy Guide Lines: Objectives of increasing Road Network Density from 0.18 Km /Sq. Km of the area compared to 0.5 Km/ Sq. Km. which has been considered a bare minimum for sustaining Economic Development of a country. We therefore  need to take under mentioned measures while documenting the Transport  Policy with respect to Rural Road infrastructure. Read More

Lack of Full Capacity Utilization of Ports Port Cost
There is lack of the full capacity utilization of the existing ports. However, there is also lack of specialized cargo handling equipment at ports and storage facilities for bulk cargoes. The current trade facilitation regime is an area of high concern. There is need to reduce port costs at Karachi through improvements in cargo handling productivity, accelerated cargo and document clearance, and improved landslide access to the port.
Institutional Issues Low Utilization of PNSC
There is lack of the appropriate mix of public and private sector partnership in the development and operation of ports and there is need to strengthen the Karachi Port organization through changes in institutional, managerial and financial structures. Low utilization of Pakistan National Shipping Corporation’s chartered ships and the weak financial position of PNSC are a constraint in the shipping sector in Pakistan.
Unnecessary imposition of duty and taxes on locally registered ships hinders their operations.
Manpower and Under developed Coastal Areas Local Monopolies
There is an extreme shortage of trained manpower in the shipping sector. This is one of the main cause of its bad performance.
Coastal areas, are under developed, even the basic necessities of life are missing from there.
Competition conditions between ports, or within ports, need to be monitored by the public authorities to prevent the development of local monopolies and rent-seeking practices.
