The look of Railway Sector

Unlike the road sector, where numerous qualified motor vehicles operators can operate anywhere on road network, the railway sector is a restricted transport system whose vehicles are confined to a fixed gateway. This means that:

1. limited number of operators (Pakistan Railway)
2. freedom to use tracks is limited by track usage contracts or Physical limitations as track gauge.
3. railway is owned and operated by the Government.

General Trends in Passenger Traffic
Railway passenger traffic is continuously decreasing from last decay, see graph below:

General Trends in Freight Traffic
Railway freight traffic is also decreasing considerably from last decay, see graph below:

Pakistan Railway network is deteriorating over the years due to lack of investment, financial constraints, operational inefficiency, over staffing and mismanagement. The condition of assets is not satisfactory as about 60% of rails, 55% of sleepers. 60% of diesel electric and 100% of steam and electric locomotives have become obsolete.

Budget Allocated to Railway Sector 1998-99: RS. 2,823 million

(This budget is insufficient to even liquidate the liabilities for payment of CD & ST for import of on-going projects.)
